The National Bureau of Investigation (NBI) filed murder charges on Friday against the police chief of Puerto Princesa City and two others for “covering-up” the March 28 killing of a theft suspect.
Deputy Director for Regional Operations Service lawyer Reynaldo Esmeralda said the NBI–Puerto Princesa District Office filed murder charges against Supt. Enrique G. Ancheta, chief of police of Puerto Princesa police station with the Puerto Princesa Prosecution’s Office.
His companions Police Officer 3 Ronnel Cacal and Tony Laab, were also charged for being accessory to the crime.
The charges stemmed from the killing of a suspected robber at the Quito area in Pagkakaisa village in Puerto Princesa City last March 28.
The victim was identified as Eduardo Tipanao, 40, alias “Eddie Pitong,” who was linked to a theft case involving Pph2,000. He was rushed to a nearby hospital but died while being treated.
The victim’s mother, Anita, filed a complaint with the NBI because she was unconvinced on the allegations made by Supt. Ancheta that he acted in self-defense when he shot the victim.
Citing the NBI report, Esmeralda said the “dying declaration” of the victim that Supt. Ancheta was the one who shot him, thus unlawfully inflicting the mortal wounds that caused his untimely death, is already sufficient to have the case elevated to the prosecution level.
This is in view of the fact that in any case of death where the subject claims justifying circumstance, particularly “self-defense” or “defense of a stranger” to avoid responsibility as to the death of the victim, the burden of proof shifted to herein subject P/Supt. Ancheta’s side.
Initial investigation showed Tipanao was being escorted to a police car shortly after his arrest last March 28 when he allegedly tried to grab the gun of PO3 Ronnel Cacal, Ancheta’s driver.
Ancheta said he shot Tipanao in self-defense, but the NBI found that while the first shot was “accidental,” the second shot was “intentional”. (PNA)

Pare ko magdahan dahan ka sa pagsusulat mo hindi mo naman kilala ang sinasabihan mong addict, bakit ikaw taga Palawan ka ba ? naging good citizen ka ba ng Palawan kung mahal mo ang Bayan ng Palawan dapat sumusuporta ka sa gumagawa ng tama at hindi ka nanghuhusga ng tao, huag ka manghugas para hindi ka hugasan…
Payo lang Mr. Murderer parehab ka baka ikaw ang addict…

I think you should be the one to Eat your balls!! You don’t know what you are saying, think 1,ooo times before you drop what you say.. You don’t personally know the man to say that and besides, If you are a good Puerto Princesan’s and you love your primitive land, you will choose to abide on what’s best for Palawan.

If you are a good Puerto Princesan’s and you love your primitive land, you will choose to abide on what’s best for Palawan.
I AGREE ON THAT… check the positive side also mga kababayan Colonel Ancheta do his best to keep Palawan from zero crime rate…

dismiss na po ang criminal at administrative cases laban sa akin.napatunayan po na wala po akong kasalanan sa nangyari.Lahat po ng kaso ko ay service connected ang ibig po sabihin ay tumutupad lang ako ng aking sinumpaang tungkulin.
